Columbus wants to revamp its zoning code which was last overhauled in the 1950s.

Sundown towns were a form of discrimination and segregation prominent in the U.S. during the period after Reconstruction through the first half of the 20th century. The name comes from a warning—with either an explicit or implicit threat of violence—that people of color were not welcome in the area after sundown.

The $9 million settlement requires the bank to invest $7.75 million in a loan subsidy fund "to increase access to credit for home mortgage, improvement and refinance loans, as well as home equity loans and lines of credit, in majority-Black and Hispanic neighborhoods in the Columbus area," according to a DOJ press release.

"We see a really clear association between how these maps were drawn in the '30s and the air pollution disparities today," says an author of a study on the effects of the discriminatory policy.

The new program, which aims to address harms suffered by Black residents due to the city's past discriminatory housing policies, is part of a larger reparations fund established in 2019.

The Ohio legislature is expected to overhaul the state’s school funding formula by the end of its lame-duck session this month, the most recent attempt to address a system declared unconstitutional by the state Supreme Court four times. The state’s highest court found the existing system of relying on property taxes for school funding unfairly favored districts with higher property values. That system, in conjunction with Northeast Ohio’s history of redlining, disproportionately hurts majority-Black communities and school districts.
