Controversy over President Obama's Recess Appointments

Last week, President Obama appointed former attorney general Richard Cordray to direct the new Consumer Financial Protection Bureau. The appointment caused controversy and anger, however. One political group is even trying to change the way appointments are made. What sparked Obama's decision?
